I did a fair amount of electrical engineering for the US Air Force between 2010-2020 as a subcontractor. Project FORTRESS is just a new acronym for an old concept.
Every time there was any extra budget available in a project to put in a backup generator, UPS, connections for a portable generator, upgrade electrical infrastructure, or build new redundant electrical infratructure, they'd make it happen. Even when you had to make some large logical leaps to make seem related related to the project.
These were mostly boring civil projects: dorms, sewer, water, maintenance shops, etc. The Air Force civil engineers has been all about this concept for a long time. Too many of those guys have all read 1 Second After.
